Entrepreneurship Development Department
Entrepreneurship Development Department is responsible for designing the government policy supporting entrepreneurship development, especially the development of small and medium-sized enterprises (SMEs).
The basic tasks of the Department are:
- analysis of the economic situation and institutional environment of enterprises, assessment of the barriers and elaboration of proposals for their improvements,
- preparing and monitoring the implementation of programs supporting entrepreneurship development, especially the development of small and medium-sized enterprises,
- co-ordination of the development of the network of advisory, training and information institutions and loan and credit guarantee funds,
- co-ordination of implementation of the European Charter for Small Enterprises in Poland,
- co-ordination of participation in the Multiannual Program for Enterprise and Entrepreneurship,
- exchange and promotion of the best experiences in the field of support for small and medium-sized enterprises on the international arena,
- supervision the implementation of direct supporting instruments for SMEs.
There are a number of divisions within the organizational structure of the Department.
Programming and Monitoring Division – responsible for:
- preparing of programs stimulating the development of entrepreneurship, especially supporting small and medium-sized enterprises,
- monitoring the implementation of programs and preparing reports,
- monitoring the implementation of the European Charter for Small Enterprises in Poland and preparing reports for European Commission,
- cooperation with the European Commission services dealing with the development of entrepreneurship,
- promotion of the best experiences in the field of support for small and medium-sized enterprises on the international arena.
Implementation Instruments Division – responsible for:
- assessment of the conditions and barriers that effect the functioning and development of enterprises,
- co-ordination of preparation of reports on entrepreneurship in Poland,
- monitoring the influence of institutional environment on entrepreneurship development,
- conducting questionnaire research within the SME sector,
- elaboration of proposals eliminating the barriers in enterprises functioning.
Entrepreneurship Support Division – responsible for:
- supervision the preparation of implementing documents and projects with respect to advisory, training, information for SMEs,
- co-ordination of development of the institutional system supporting entrepreneurship and SMEs,
- co-ordination of implementation of national PHARE programs for SMEs,\
- undertaking the activities stimulating and promoting entrepreneurship attitudes in the society,
- supervision the eulex Internet database on legal regulation of the EU,
- co-ordination of the participation of Polish experts in the work of European Commission groups.
Direct Instruments Section – responsible for:
- supervision the preparation of implementing documents and projects with respect to investment grants for SMEs,
- co-ordination of development of the institutional system supporting SMEs including loan funds, credit guarantee funds and venture capital,
- co-ordination of implementation of regional PHARE programs components for SMEs,
- co-participation in defining programs for SMEs,
- initiating activities aiming at consideration of the role of entrepreneurship and SME development in strategies and programmes designed by self-government;
- developing backgrounds and guidelines for SME support programming phase in the integrated regional development programmes and control of their implementation;
- participation in developing backgrounds and projects for, as well as monitoring of intervention regional programmes in the field of entrepreneurship support measures.
Organisational and Financial Section – responsible for:
- implementation of Law of 10 May 2002 on the rules governing the recognition of qualifications acquired in EU Member States for the taking up or pursuit of some activities.;
- implementation of Law of 14 February 2003 on the availability of economical information,
- co-ordination of financial instruments available to the department
- co-ordination of issues in the scope of department activities connected with the public procurement.
