Economy competitiveness

Under the principle of sustainable development, provided for by Art. 5 of the Constitution of the Republic of Poland, economic development and simultaneous reduction of environmental pressure should be pursued.

Analysis of the economic sectors considered especially relevant for sustainable development, namely industry, energy, transport, agriculture, food, waste management, and consumption, indicates that the efficiency of environmental resources management in Poland falls behind European Union levels, due to continued large share of material- and energy-consuming sectors of industry in the entire economy. The assessment of current waste management is especially critical. The adoption by society, as living standards rise, of consumption behaviour patterns detrimental to both the environment and peoples’ health, is also disturbing.

In order to continue and enhance the development prospects of the economy, as resources diminish and their acquisition costs grow, it is necessary to reduce consumption of natural  resources per product or service unit in all phases of production and consumption processes. Without deteriorating living standards, it may be achieved only by changing production and consumption patterns. The presented Strategy of changing production and consumption patterns to favour the implementation of sustainable development principles is one of first proposals in this direction. Changes should be structural, gradually improving efficiency and competitiveness of industry, enhancing productivity and production quality, and strengthening economic management, in concert with environmental needs. An important factor will be also to raise environmental awareness of citizens, producers and consumers alike. (...)
