Defense Affairs Department

The Defense Affairs Department is responsible for execution of tasks related to development and implementation of economic and defence policies with reference to military industrial base. It is also responsible for planning, maintenance and financing of the state's reserves, as well as for supervision of national service. 

The Department's tasks include in particular:

  1. execution of organisational and planning activities related to preparing the economy to functioning in cases of emergency, when the state's security is endangered and in wartime; this refers to activities resulting from mobilisation of the economy;

  2. operational planning and supervision of preparing businesses important for economic and defence reasons to functioning in cases of emergency, when the state's security is endangered and in wartime;

  3. taking care of organisational preparedness and mobilisation of the Ministry;

  4. crisis management related issues;

  5. identifying organisational and mobilisation tasks (militarization, maintenance of technical military equipment, training) for businesses important for economic and defence reasons and units subordinate to the Minister, and supervision of their execution;

  6. execution of tasks resulting from operational plans included in the Operational Plan for the Government Administration Units  (POFDAR);

  7. management of issues related to planning, financing, creation and maintenance of state's reserves;

  8. management of issues related to the Minister's supervision of;

  9. management of issues related to maintenance and relocation of means of production and servicing needed for manufacturing of movable assets usable for the state's defence in cases of threat of war and in wartime by businesses important for economic and defence reasons;

  10. management of issues related to restructuring of military industrial base, clearing of their debts and programming their development;

  11. management of economic an defence policy issues related to Poland's membership of the European Union;

  12. management of issues related to implementation of the Armed Forces' goals;

  13. management of issues related to international co-operation of defence industries;

  14. management of issues related to participation of Polish businesses in the NATO Security Investment Programme (NSIP;

  15. management of issues related to carrying out of business activities in the area of manufacturing and trading in explosives, arms, munitions and goods and technologies designed for military or police use;

  16. promotion of export of Polish goods, services and technologies designed for military and police purposes;

  17. management of issues related to national service;

  18. management of organisational and planning ventures in the area of the Ministry's civil defence.
